Local bodies — town boards, county boards, and city councils — can adopt resolutions that put their position on the public record and ask for information about a project that crosses their community. A growing number of municipalities in the two projects’ path have taken up the question.

The briefing packet below is ready to use: a one-page brief a board member can read before a meeting, the key figures with their sources, and two editable model resolutions a town, village, or county board can localize and adopt. The information-request resolution asks the developer for specific, verifiable documentation and takes no position on the project itself, which is why boards still deliberating can adopt it. The opposition resolution is for boards ready to take a position — it is the same underlying text that town boards in Crawford and Richland counties have already adopted, cleaned up so any board can fill it in directly.
