Towns, counties, and city councils have their own voice on a project like this — separate from the state permit process. This track is for officials and for residents who want to bring the line to their local board. (The Wisconsin PSC regulatory process lives on a separate track.)

How local governments weigh in

Local bodies — town boards, county boards, and city councils — can adopt resolutions that put their position on the public record and ask for information about a project that crosses their community. A growing number of municipalities in the two projects’ path have taken up the question.

Materials for officials

The briefing packet below is ready to use: a one-page brief a board member can read before a meeting, the key figures with their sources, and three editable model resolutions a town, village, city, or county board can localize and adopt. The information-request resolution asks the developer for specific, verifiable documentation and takes no position on the project itself, which is why boards still deliberating can adopt it. The opposition resolution is for boards ready to take a position — it is the same underlying text that town boards in Crawford and Richland counties have already adopted, cleaned up so any board can fill it in directly. The moratorium resolution asks the Governor and the Legislature to pause the consideration or approval of any 765 kV line in Wisconsin until a Legislative Council study committee makes recommendations on resource planning, Public Service Commission reform, and transmission policy that includes local stakeholders. The Vernon County Board adopted the original on October 22, 2026, and a board can adopt it whether or not it has taken a position on either project. Questions, or want a walkthrough for your board?
