A Day of Power: the packet for legislators
A Day of Power › For legislators
The packet for legislators.
On October 13, people from ten Wisconsin counties are meeting with their legislators about MariBell and BECI, two proposed 765 kV transmission lines. This is the 12-page packet we bring to every meeting, with sources for every fact.
Please read all 12 pages before October 13.We will ask for your answer on three requests.

- 3A full public hearing

Sign the joint lettersSign and send the signature page to info@no765line.org by Monday, October 12, or hand it to our team at your October 13 meeting. Both letters, ready to sign, with instructions (PDF, 3 pages).
Or send your ownPut the text on your letterhead and adjust it: Letter A, to the Public Service Commission (Word) · Letter B, to the two energy committee chairs, asking for a public hearing (Word).
Filing Letter AHold it until the PSC opens its comment period. PSC staff told us on October 22 that letters and comments sent before then are not part of the evidence, and the commissioners cannot review them (PSC staff’s answers). When the period opens, upload it through the Commission’s Electronic Records Filing system (ERF, “Upload Document”) in docket 2708-NC-100, as the School District of Lodi filed its resolution on October 7. The Commission’s “File a Public Comment” form did not list this docket when we checked on October 8. Address it to the Commission, never to an individual commissioner. Filing questions: the Commission’s information line, 608-266-5481.
The docket in one fileAll 14 public filings in docket 2708-NC-100, as of October 7, in one zip (3.7 MB), with an index. The official record is the Commission’s docket page.
Why the timing mattersOnce the Commission issues a notice opening the docket, it has 90 days to decide without a hearing. If it holds a hearing, it has 180 days from the notice of hearing. The chairperson may add up to 90 or 180 more days for good cause. If the Commission misses the deadline, the law says it “is considered to have issued a certificate of authority” (Wis. Stat. § 196.49(5r)). The Commission issued its notice of proceeding in docket 2708-NC-100 on October 15, 2026. The notice calls the case “a Class 1 proceeding,” which in state law is a contested case, where parties present witnesses and evidence at a trial-type hearing (Wis. Stat. § 227.01(3)). It says the Commission will give notice of when, where and how the public and parties may take part “at a future date.” As of October 15, it had issued no notice of hearing. Whether the October 15 notice starts either clock is a legal question we have not answered.

Questions: Michael Browne, 412-335-8295, info@no765line.org
Updated October 15, 2026: this page said the Commission had issued no notice in docket 2708-NC-100. It issued its notice of proceeding on October 15, 2026 (PSC REF# 615173), and the timing note above now says so. The packet and model letters are the October 8 editions and still describe the docket as of that date.
Updated October 22, 2026: this page said to upload Letter A to docket 2708-NC-100 now. PSC staff told us on October 22 that letters sent before the PSC opens its comment period are not part of the evidence, so the filing note above now says to hold it until the comment period opens.
