Candidates on the November 3 ballot and the 765 kV lines

The 94 candidates in 41 races for governor, Congress and the Legislature whose districts include part of the ten counties MariBell or BECI could cross, with what each had said in public about the two lines as of Oct. 21, 2026, in their own words, and a link to where they said it.

In short

Found by Oct. 21, 2026. Of the 94 candidates on the ballot for these offices, 18 have made at least one public statement about MariBell or BECI, in their own words, that our searches found as of Oct. 21, 2026. 75 are listed with no statement found, and 1 with statements we do not print because they are about another candidate.

What is printed. Each candidate’s own words, exactly as published, with the date and a link. Nothing is added: no grades, no comparison with our position, no vote recommendation.

Not found. The 75 candidates with no statement are listed by name with the searches we ran for each. Any of them can add a statement by email; the offer is at the end of the rules below.

The Public Service Commission of WisconsinThe state board that decides whether power lines get built. The application it reviews, a Certificate of Public Convenience and Necessity, or CPCN, opens the formal window where the public can comment and intervene. decides whether each line may be built in Wisconsin and on what route, through a permit called a Certificate of Public Convenience and NecessityThe construction permit the developers must win from the Wisconsin PSC before they can build. The CPCN case is where the public can formally weigh in. under the state’s plant siting law.1 Its three commissioners are nominated by the governor and appointed with the consent of the state Senate, for six-year terms.2 The Legislature writes that law, including the state’s order of priority for where a new line should go: existing utility corridors first, then highway and railroad corridors, then recreational trails where a line can run underground without significant harm to sensitive areas, then new corridors, to the greatest extent feasible and consistent with cost, engineering, reliability and protection of the environment.3 Congress writes the Federal Power Act, the law the Federal Energy Regulatory Commission applied on June 26, 2026, when it granted Midcontinent Grid Solutions, BECI’s developer, transmission rate incentives.4 The candidates on this page are running for those offices.

Before the August 11 primary we sent a written survey to the nine active campaigns for governor and the 3rd Congressional District and published every reply in full.9 This page covers the November 3 ballot instead: 94 candidates in 41 races, and what each had said in public about MariBell or BECI by Oct. 21, 2026, found by the same searches for every name and printed only where we can link to the words.

The rules this page follows

The roster is the Wisconsin Elections Commission’s list of candidates on the November 3, 2026 ballot, printed August 25,5 for every office whose district includes part of Crawford, Vernon, Richland, Sauk, Columbia, Dane, Dodge, Jefferson, Rock or Walworth County: governor, the U.S. House seats in the 1st, 2nd, 3rd, 5th and 6th Districts, state Senate Districts 11, 13, 15, 17, 27 and 33, and 29 Assembly districts (31 to 33, 37 to 51, 59, 76 to 81, 84, 96, 97 and 99). For governor, the roster adds the ten write-in candidates whose campaign committees were registered with the Wisconsin Ethics Commission for the office as of October 4, 2026.6 Write-in registration stays open until October 30, and we will check the list again after that date.

For every name we ran the same four web searches on Oct. 21, 2026: the candidate’s name with “765 kV”, with “MariBell”, with “BECI transmission” and with “transmission line Wisconsin”. We read the candidate’s campaign website where we found one, the press-release archive of every officeholder on legis.wisconsin.gov, house.gov or senate.gov, and the 206 items listed on our In the news page as of October 20. Under each name, “What we searched” lists the queries and the pages we opened for that candidate. We looked at statements dated January 1 to Oct. 21, 2026.

We print the candidate’s own words, exactly as published, with the date and a link: up to three statements each, from different sources, the most recent first. Where a source quotes the candidate more than once, we print the quote about the lines themselves; where it quotes the candidate only on the process, we print that. We print whole sentences and never shorten one, and we may print fewer sentences than a source quotes; the link goes to the full text. We do not print sentences about other candidates or political parties, or sentences that ask for votes or name the election. Where an outlet reported a candidate’s position without quoting the candidate, we would write “reported by” and link the article, and only where we found nothing in the candidate’s own words; no entry needs that yet. We add no summary and no comment. We do not use statements whose subject is another candidate, reports of what a candidate told No 765 Line or agreed to at our request, statements made at or about No 765 Line’s own events or in answer to its requests, or statements about transmission or energy in general that name neither project.

A line that says no public statement was found means the searches listed under that name found none by Oct. 21, 2026, in the four web searches, the campaign site, the official archive and the 206 In the news items. It does not mean the candidate has no view. Where the only statements we found were about another candidate, the entry says so and links the source without printing from it.

Within each of the 41 races below, candidates are listed by party name in alphabetical order, then by surname; the ten write-in candidates for governor follow the two names printed on the ballot.

Any candidate on this page can add a statement or correct an entry by emailing press@no765line.org. We publish what they send, word for word, up to 300 words, with the date we received it, the same limit for everyone. We emailed the same offer to every candidate on this page on [the day this page goes up].

“We urge you to immediately enact a moratorium on the 765-kV transmission lines proposed to run through the Driftless region, specifically the BECI 765-kV Transmission Line and the MariBell 765-kV Transmission Line.”

“He will continue working to address the impacts of industrial wind and solar, data centers, and major transmission projects—including the proposed mega 765-kV power line. The Driftless Region is special and should be preserved and protected.”

About the two projects

MariBell and BECI are two separate proposed power lines, each designed to carry 765,000 volts. MariBell would run from Marion, Minnesota, to Bell Center, with about 32 miles in Vernon and Crawford counties along an existing transmission corridor. BECI would run about 190 miles from Crawford County across southern Wisconsin to the Illinois border. Dairyland Power Cooperative and GridLiance Heartland are developing MariBell, and Midcontinent Grid Solutions is developing BECI. Both are part of MISOThe Midcontinent Independent System Operator, the nonprofit that runs the electric grid and plans large power lines across 15 states, including Wisconsin. It plans which lines get built; state regulators still have to approve them.‘s Long-Range Transmission Plan, Tranche 2.1, which the regional grid operator’s board approved on December 12, 2024, to strengthen grid reliability. Utilities in MISO’s Midwest states, Wisconsin’s included, would share the cost. Dairyland expects to apply for MariBell’s permit in the fourth quarter of 2026, and Midcontinent Grid Solutions for BECI’s in early 2027.7 On October 15, 2026, the Public Service Commission opened a Class 1 proceeding on Midcontinent Grid Solutions Wisconsin’s separate application to become a Wisconsin public utility, docket 2708-NC-100. That case decides whether the company may operate as a public utility under Wis. Stat. § 196.49 and whether it qualifies for the transmission-company exception to Wisconsin’s utility holding company law; the need for BECI and its route would be decided in the permit case, which has not been filed.8
